PURPOSE: 
The position supports the oversight of the Contract between FEPOC and BCBSA. This position acts as a subject matter expert (SME) and is responsible for initiating, developing, analyzing, integrating and communicating information to support Contract Compliance for the contract between FEPOC and BCBSA; this includes Service Level reporting, project support, annual delivery of the FEPOC budget and related artifacts. This position is responsible for creating new and maintaining existing reports, metrics, etc. on a pro-active basis.   This position provides coordination to CareFirst/IT by initiating, creating and developing internal communications, reporting activities relating to the dept/division and external entities, as well as complex special projects/initiatives.  Additionally, in support of the new-ten-year contract, support the creation and management of additional Service Level Agreemens between FEPOC and CF for Shared Services; support of the development and maintenance of a Contract Risk Framework; support for the creation of the framework and oversight for potential new contracts with other Blue Plans.
PRINCIPAL ACCOUNTABILITIES: 
Under the direction of a Corporate Manager, the Tactical Analyst’s accountabilities include, but are not limited to, the following:
30%             Contract liaison between SBP and FEP Directors office (FEPDO.) to ensure Contract Compliance, issue resolution and risk mitigation.  Ensuring contract compliance, which includes the delivery of contractual reports, project support, Service Level Requirements (SLRs) reporting / annual negotiations and associate education regarding SLRs, Contract deliverables and Contract Compliance
30%             Researches and analyses complex issues as necessary in response to managements’ request and presents results to management as required as the SME; this is support of contract Compliance.  Initiates, creates and develops metrics, statistics, reports, budgets, and research and analysis. Assists others with less experience.
20%             Position interacts with senior management and IT staff across the company with varied IT projects/initiatives, analysis and reporting functions as the Contract SME.    Interactions required with a wide variety of users including project managers, sponsors and owners at all levels within the company, as well as the customer, Blue Cross Blue Shield Association.  Individual must be comfortable interacting with vice presidential level, as well, as operational staff.
20%             Initiates and designs complex department communications, policies and procedures for both internal and external usage, coordinates internal reporting requirements for the department, creates presentations for management, educates teams and management on issues, policies and procedures where appropriate; this is to support and ensure contract compliance. 
SUPERVISORY RESPONSIBILITY:
n/a but assists and delegates work to less experienced associates.
QUALIFICATION REQUIREMENTS
Required
:  Bachelor’s Degree in Accounting, Finance, or Business Administration or directly related equivalent work experience, and 8 to 10 years of progressively responsible experience in the financial services industry with experience in direct analysis and reporting.  Individual must have demonstrated projects reflecting initiative, creativity, as well as a team player.  The individual must exhibit an excellent knowledge of strategy, organization, and process within a company context with a focus on information technology issues.  An excellent knowledge of methodologies, system development, budgeting issues, project management, and information technology performance metrics is required. 
Must be able to effectively work in a fast-paced environment with frequently changing priorities, deadlines, and workloads that can be variable for long periods of time.  Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence.   Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.
Skills
Demonstrated facilitation and presentation skills are required with strong verbal and written communication skills to Facilitate communications between the FEP Directors Office and SBP, Strong Excel and Share Point skills, knowledge of and experience with Project Management Life Cycle and/or the Software Development Life Cycle, Demonstrated ability to effectively manage the customer relationship, strong planning, analytical, problem solving and decision-making skills with the ability to work and make decisions independently and in a team environment.
  Preferred:
  CF/FEPOC experience, CF/FEPOC IT experience, consulting background, experience as a project manager or analyst supporting the SDLC.

PHYSICAL DEMANDS
:  The employee is primarily seated while performing the duties of the position. Occasional walking, standing, or commuting to other departments and buildings is required. The hands are regularly used to write, type, key, file and handle or feel small controls and objects. The employee must frequently observe, talk, and hear. Weight of up to 25 pounds is occasionally lifted.
