Selection and assignment of actual work commencement will be contingent on actual contract award. Possible location is Rural, Alaska.
Eagle Eye Electric (EEE) is seeking resumes for an Environmental Project Manager. The Environmental Project Manager (PM) will lead the project team(s) to assess sources of pollutants or hazards that might have affected the environment during past operations at federal, industrial, or private facilities for the purpose of identifying and recommending solutions. The Environmental PM will utilize their knowledge of various scientific disciplines to supervise the collecting, synthesizing and documentation of data from area of investigation, and recommend solutions for site closure. Work may include developing work scope documents, reporting test results from field samplings and investigations, performing remedial alternatives evaluations and cost analysis, and remedial designs. The Environmental PM will assist in providing cost estimates and projected timelines to facilitate proposal development. The Senior PM should be familiar with the RCRA, CERCLA and Alaska’s environmental closure process
ESSENTIAL DUTIES & RESPONSIBILITIES
Plan and coordinate environmental activities with the Program Manager and Plant Manager and BSU Kodiak Environmental Office representatives.
Read and interpret roles, regulations, permits, and other information regarding environmental compliance.
Coordinate staff efforts. Review staff output. Assist with HSMS compliance efforts as required.
Responds to employee environmental issues and following up with a solution.
Works independently, provides high level scientific skills for effective completion of the following and similar environmental tasks.
Serves as Environmental Compliance Officer, point of contact with the BSU Kodiak Environmental Office and is responsible for maintaining compliance at all times with EPA,DOT, OSHA, DOHS, State and local hazardous waste/material regulations. Responds to any issues arising out of inspections by regulatory personnel.
Oversees operation of the hazardous waste/material storage facility (KSS personnel) and Satellite Accumulation Areas.
Conducts customer assisted site visits and provides training for customers.
Maintains current DOT/EPA knowledge of existing and proposed regulations that pertain to a hazardous waste/material management operation; registers comments during the promulgation process or modifies project plans and updates SOPs to remain in compliance with revised regulations.
Manages “Green” Materials acquisition program and ensures compliance.
Conducts comprehensive internal compliance audits of the Satellite Accumulation Areas which includes a review of all reports and documentation.
Manage hazardous waste samples for analysis and profile. Which include processing issues waste characterization/profile sheets for submittal to the BSU Kodiak.
Conducts quarterly water samples and prepares Discharge Monitoring Reports for submittal to BSU Kodiak Environmental office.
Responds to hazardous materials spills on BSU Kodiak property.
Oversees Emergency Spill Response and Callout Personnel.
Provides cost reports as required to cover shipment and disposal costs for hazardous waste..

Job Requirements :
Required (Mandatory Qualifications):
Bachelor’s Degree in sciences and/or engineering
Master’s Degree in related field preferred
Current 40 hour HAZWOPPER
ADEC Qualified Sampler certification
Individual should have overall management history of multiple environmental projects
Eight plus (8 ) years’ experience in environmental remediation and investigation activities
Experience working with multiple Federal agencies
Ability to travel to remote Alaska sites
Familiar with the Alaska environmental regulatory environment
Successfully performed site closures through ADEC utilizing the Hydro-Carbon Risk calculator
Required Knowledge, Skills and Abilities:
Have experience and expertise with contracts for environmental remediation
Have the ability to manage and perform simultaneous clean-up activities at five (5) or more remote Alaska locations
Have been assigned on a minimum of three (3) projects between $3M-$5M
Have worked in Alaska for three (3) years
Have worked with Alaska Department of Environmental Conservation (ADEC) for three (3) years
Have utilized the Hydro-Carbon Risk calculator for one (1) year
Have experience investigating petroleum spills for three (3) years
Have been located in Alaska for two (2) of the last five (5) years
Ability to perform quality control functions during site work and on data/plans
Ability to travel to remote Alaska sites
Strong work plan and report writing capability
Preferred:
Professional licensing in Engineering or the Sciences recommended
Certification in Project Management recommended

WORK ENVIRONMENT

Work is often performed in office settings. Outdoor work is required in the inspection of various land use developments or remediation sites.
While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places, and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risks of electrical shock and vibration.
The noise level in the work environment is usually moderate, but can be loud at times when operating equipment.
SUPERVISORY RESPONSIBILITIES
Hires and supervises direct reports.
ADDITIONAL QUALIFYING FACTORS
As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work a necessity and must be able to obtain access to military installations.
